Expect your second chapter leader stipend in late June
By the end of June, you will receive your end-of-year chapter leader stipend in recognition of all the hard work you have done to support your members and strengthen our union this school year. Unlike your base stipend, which was calculated based on the number of members in your chapter, the amount of this second payment will be calculated based on points you earn for performing specific chapter leader tasks. This year, those tasks include having a special education committee and having your members verify their contact information in the UFT Member Hub. See the full list of the ways you can earn stipend points. Points will be tallied by the end of the day on May 30. If you were elected chapter leader after Sept. 30, 2024, your stipend may be prorated.
May 19 deadline to request a new election ballot
Ballots in the UFT election for leadership positions and convention delegates were mailed to members' homes this week. Any member who has not received a ballot or has received an incorrect ballot should contact the independent Global Election Services (GES) by Monday, May 19, at noon ET at 877‑455‑9367 or helpdesk [at] voteges [dot] com (helpdesk[at]voteges[dot]com) to request a replacement ballot. Each member must call or email personally and provide their full name, union affiliation, division, UFT member ID number and a callback phone number. Ballots must be received by Global Election Services by May 28 at 9 a.m. Caucus statements, voting instructions and other important election information can be found in the UFT Elections 2025 section of the website. Five new pre-approved SBOs for the 2025-26 school year
The UFT and the DOE have agreed to five new pre-approved school-based options for the 2025–26 school year. The DOE has also released its city guidance on the contractual workday and all pre-approved SBOs. Now you have everything you need to move forward with the SBO process at your school.
The new pre-approved SBOs:
- Change September parent-teacher conferences to in-person in exchange for other remote time (includes speech teachers, school counselors, school psychologists and social workers).
- Change May parent-teacher conferences to in-person in exchange for other remote time (includes speech teachers, school counselors, school psychologists and social workers).
- Six-hour and 45-minute instructional day, additional PD and an additional remote evening parent-teacher conference.
- Departmentalization of 4th- or 5th-grade ELA/social studies or math/science.
- Six-hour and 50-minute instructional day (middle and high schools only).

Your school chapter's vote for all proposed SBOs must be conducted on the same day, using the online platform ElectionBuddy. Schools with session-time SBOs should hold their SBO vote before June 13, the deadline that the DOE set for principals to submit their session times. The SBO vote deadline for schools that are not conducting session-time SBO votes is June 26.
You should only conduct an SBO vote for a modification that your members want and has been approved by the UFT district representative. For an SBO to pass at the school level, at least 55% of the UFT members who vote must support the modification.

UFT certificates for graduating students
UFT officers and the chairs of the union's professional committees have a long tradition of supporting and rewarding our schools' graduates by awarding certificates for excellence in academic achievement. Certificates may be presented to the most deserving students in each subject area. There are certificates for specific subjects and school divisions. UFT members demand on May 6 that Albany fix Tier 6
UFT members in all five boroughs participated in our May 6 Day of Action to turn up the heat on state lawmakers to fix Tier 6 of the pension system. Members in Brooklyn, Queens and Manhattan held simultaneous after-school rallies; Bronx members passed out leaflets at three major transit hubs in their borough; and Staten Island members held in-school actions. Our top demand this year: Allow public school educators to retire with an unreduced pension at age 55 with 30 years of service. Currently, Tier 6 members must wait until they are 63 to get full pension benefits. Tuesday's Day of Action was part of a coordinated set of mobilizations by NYSUT locals across the state on the sixth of each month in 2025 to keep the pressure on Albany to bring Tier 6 benefits (for educators hired after April 1, 2012) more in line with Tier 4 benefits. Improved Tier 6 benefits will give these newer public school educators an incentive to continue to work in public schools for their entire careers. Consider voting in person at the May 14 DA
UFT members may vote in person at next Wednesday's Delegate Assembly from 3 to 5 p.m. You must show a photo ID and sign in to receive an in-person ballot. You are not allowed to campaign in the voting area. You may also deposit your mail ballot in the locked voting box during polling hours. You may not drop off a ballot for another member.

Tell members about our Pathways to Parenthood workshops
Encourage your members who are expanding their families to take advantage of our Pathways to Parenthood workshops, which are offered regularly between now and the end of the school year. These two-hour virtual information sessions are an excellent opportunity for members who are about to welcome a new child to get crucial information about the leave of absence process and UFT parental leave. Also, remind them that in the UFT Member Hub they can find the new UFT parental leave digital tool, which will tell them if they are eligible for UFT parental leave after they answer a few easy questions.

Encourage your school dean to attend the May 21 school safety symposium
The UFT, the DOE and the NYPD School Safety Division are jointly hosting a full day of safety and health training at union headquarters at 52 Broadway on Wednesday, May 21, from 8 a.m to 3 p.m. Chapter leaders, please encourage your school deans to register to attend what promises to be a day of useful professional development. Topics include school staff responsibilities in scanning and search procedures, subway surfing, and bullying and gang prevention.

Hub Highlights
File your consultation meeting summaries from the hub
File your consultation meeting summaries quickly and easily in our Chapter Leader Hub. Go to the Forms section and select "Upload Consultation Committee Notes." By filing a summary each time your school consultation committee meets with your principal, you will create a record of the topics discussed, and the union can escalate unresolved issues when it finds more than one school confronting the same issue. Remember, you can access the Chapter Leader Hub using your UFT website username and password.
Work in progress
The UFT is tackling the following issues with the DOE and other city, state and federal-level entities as appropriate:
- Negotiating the next phase of class size implementation with the DOE, with a focus on schools that lack space to reduce class sizes.
- Working on establishing a virtual speech teacher position.
- Discussing with the DOE the expansion of the 9th-session opportunity to more occupational and physical therapists.

Contract Empowerment & Enforcement
Know your rights on program assignments
Each spring, all teachers should receive a program preference sheet to indicate, in order of preference, the classes (including grade/subject) they would like to teach next school year. [See item below in Special Education for important information about SETSS and ICT positions.] As chapter leader, you should consult with your principal to ensure a smooth preference-sheet process. Probationary teachers should ask for an assignment in their license area because they could have their tenure delayed if they teach out of license.
Teachers should be given a reasonable amount of time — at least five school days — to submit the preference sheet, which can be issued either electronically or on paper. Teachers should make a copy of the filled-out sheet for their records. Elementary school teachers should be notified of their teaching assignment for the next school year by June 15. Middle and high school teachers should receive finalized programs at least five and 10 days, respectively, before the last day of school. If a teacher believes their program assignment violates the DOE-UFT contract, the teacher can informally attempt to resolve the issue with the principal. If that attempt fails, chapter leaders may submit a reorganization grievance on the teacher's behalf, but it must be filed within two school days after the employee learns of their program assignment.
Choosing professional activities from the menu
The DOE-UFT contract's provisions regarding professional activity assignments give teachers a voice while providing for a more objective selection process. The 2023 DOE-UFT contract expanded the menu of professional activities to include up to 27 options. A given school's menu must have at least six options from the contractual menu. Each activity on the menu must also mention the number of positions available, the qualifications required, and the duties and responsibilities entailed. After a school's professional activities menu is finalized, teachers with a professional period in their teaching program (that is, all middle and high school teachers as well as elementary schools teachers with an eight-period day) will select, in order of preference, three activities for the following school year. If teachers want to participate in an activity not listed on the menu, they can do so with the principal's approval. Principals must notify teachers in writing by the end of the school year about professional activity assignments for the coming school year. Selection for professional activities is based on established criteria for the requested activity and its availability. If a teacher is not given one of their three choices, they will be given the opportunity to select three other menu activities. In addition, the 2023 contract stipulates that administrators should prioritize assigning special education teachers to common planning time and student-assessment activities such as portfolios, Individualized Education Programs and performance tests.

Plan for DOE's Climate Action Day on water on May 21
The DOE, with our union's strong support, is holding its fourth and final Climate Action Day of the school year on Wednesday, May 21. The focus is water. Let educators in your school know that the UFT has compiled climate education teaching resources that will help them prepare lesson plans for each Climate Action Day.

Learn about Dialectical Behavior Therapy
Would you like to build greater emotional resilience and improve your communication under pressure? Dialectical Behavior Therapy, which is a particular model of psychotherapy, focuses on teaching four core skills: mindfulness, distress tolerance, emotion regulation and interpersonal effectiveness. In this episode of the Member Assistance Program's Brewing Wellness podcast, Lexi Mulee, a Dialectical Behavior Therapy specialist and licensed mental health counselor, shares practical skills for managing tough emotions, setting boundaries and strengthening relationships, both in and out of the classroom.
Special Education
New ICT and SETSS program preference guidelines
The DOE and the UFT recently extended the ICT/SETSS Program Preferences Agreement through November 2027. Under that agreement, SETSS special education, ICT special education and ICT general education positions are available as program preferences for teachers to select and will not be subject to a separate posting. Special education teachers can express three preferences, each including a program designation (e.g., ICT or SETSS), age range and subject (where appropriate). The agreed-upon common job description for ICT and SETSS positions must be shared on the preference sheet. Special education teachers assigned to more than one ICT class will be assigned to the minimum number of co-teachers whenever administratively possible.
Encourage your members to fill out our IEP survey
In January, the UFT Delegate Assembly passed a resolution to fight for more time for special education teachers and related service providers to work on student IEPs. To document the extent of the issue, the union developed an online survey to find out what time members have been given to complete their IEP paperwork duties and if they are ever forced to finish this work after hours. The survey was emailed in late April to special education teachers, speech teachers, occupational and physical therapists and other educators who are responsible for updating IEPs. A reminder email was sent to nonrespondents on May 7. Please encourage members in your school to complete the survey by the May 23 deadline.
